Why is ‘Skidding’ the Ecological Education?

  Almost all specialists that are involved into the process of ecological education development gathered for the parliamentary hearings on introduction of  the continuous ecological education system. Deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, heads and executive employees of the Cabinet of Ministers, the Ministry of Public Education, the Ministry of Higher and Secondary Specialized Education, the State Committee for nature Protection and other ministries and departments concerned with this problem, the representatives of public organizations took place in this meeting.
    It is necessary to render our appreciation to the organizers of this event – the deputy group of the Ecological Movement of Uzbekistan and the Committee on Problems of Science, Education, Culture and Sport of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan – the circle of meeting’s participants consisted of strong expert staff.
    As usual, the meeting started from the highlighting of a number of problems of ecology and environmental protection. Reports smoothly flew into the topic of the actuality of ecological education as the instrument of resolution of these problems.
    The participants of the hearings received the information on three departments directly responsible for the process of development and introduction of ecological education – The Ministry of Public Education, the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan and the State Committee for Nature Protection.
    It was highlighted in the reports on each department that certain work on formation of the system and improvement of ecological education was carried out in Uzbekistan, but on the whole, there are lots of claims on non-execution of undertaking obligations on a number of programs and resolutions.
    Existing shortcomings in the activity on creation and introduction of continuous ecological education system in the Republic were highlighted. The experts came to the common opinion on the expediency of introduction of an independent discipline ‘Ecology and Protection of Environment’ into the educational system; preparation and issue of teaching and methodical aids in the field of ecology and environmental protection; provision with modern text book, visual and didactic materials and aids to carry out practical studies at starting pre-school to higher educational institutions and also provision teachers with teaching and methodical aids on organization and introduction of the ecological education system in the course of teaching the ‘Ecology’ discipline.
    Obviously, all these measures will require radical re-organization of the whole educational system, certain financial expenses and time for preparation and adaptation of teaching staff. This real necessity is quite possible to be done. At the example of introduction of the ‘Basis of Economic Knowledge ‘ discipline into the educational system of Uzbekistan, we can say that the process of development and strengthening takes about six years. Then, at the beginning of the 2000ths economic education was also of the real necessity, because we were transiting to market oriented relations and needed development of economic thinking and education.
    Today the tough necessity of the introduction of independent discipline ‘Ecology’ into the educational structure became imminent. It is important to pay special attention to development of ecological thinking of youth, problems of sustainable development and ecological safety in all educational institutions. All participants of the hearings were unanimous in this opinion.
    Deputies presented the data of implemented analysis of current situation. For this, they visited a lot of educational objects all over the country, met with experts, teachers, students and pupils. Deputies in their reports remarked that absence of the discipline ‘Ecology’ and its teaching as an optional course in the system of secondary special and professional education led to the serious problems in provision of quality of ecological education and formation of the continuous education system.
    The following reasons were also named as leading to ‘skidding’ of the process of ecological education:
-    insufficient interrelation and coordination of ministries and departments responsible for this process;
-    absence of respective material and technical base;
-    absence of qualified specialists and weak policy on preparation of specialists;
-    absence of succession among specialists and officials;
-    insufficient legislative and legal basis (regulations, determining  the main directions in the field of ecological education development and the circle of responsible departments and organizations have not been established; terms, framework and degree of responsibility for non-execution of approved programs and plans have  not  been determined).
The parliamentary hearings resulted in a draft Resolution. Accounting for expressed remarks and proposals, it was sent for revision in compliance with existing regulations on drafting of such documents.
