Problems of Waste Management in the Tashkent Province

    The accumulated waste has become the real disaster for all countries of the world. Governments attach more attention to this problem, in any possible way encouraging development of the technologies for utilization and recycling of waste. But for any country, the problem of waste utilization and recycling, is the first and foremost ecological problem. Therefore, it is important, that processes of utilization of different kinds of waste should not disturb the ecological safety of settlements and natural territories, hinder functioning of utilities negatively influence on the conditions of people life.
    In Uzbekistan, the problem of waste management is in the focus of attention of not only the government of the country, but of the Parliament as well. The joint session of the Committee for Agrarian, Water-economy Problems and Ecology of the Senate of the Oliy Majlis of the Republic of Uzbekistan and the Kengash of people’s deputies of the Tashkent province, which was held in the Hokhimiat of the Tashkent province on 4 June, is the evidence of it. This session was devoted to the study of the execution of the Low of the Republic of Uzbekistan ‘On Waste’ by large industrial enterprises of the Tashkent province.
    Senators, deputies of the Tashkent province Kengash of the people’s deputies, representatives of the State Committee for Nature Protection, heads of corresponding ministries and departments, bodies of executive authority, large industrial enterprises, specialists and scientists, mass media took part in this session.
    During the session it was marked, that with the purpose of the execution of the Low of the Republic of Uzbekistan ‘On Waste’, the State Committee for Nature Protection of the Republic of Uzbekistan jointly with the Hokimiat of the Tashkent province, have developed joint measures for placing, utilization and recycling of domestic and industrial wastes, formed in the course of production process of the industrial enterprises of the capital province.
    According to the information presented by the specialists of the State Committee for Nature Protection of the Republic of Uzbekistan, over 509 industrial enterprises work in the Tashkent province. The Almalik mining and metallurgical mills, the Angren and Novo-Angten thermoelectric stations, JSC ‘Bekabaddhifer’, JSC’Ammofos-Maksam’,JS Industrial Association ‘Uzmetkombinat’ and a number of other enterprises produce the most part of waste. Only 46 large industrial enterprises of province produce over 1.5 million tons of waste, which are placed at 32 tailings dumps and burial places. So far over 11 million tons of ash-slag, over 64 million tons of phosphogypsum, that are raw materials for recycling, are accumulated in the province.
    At this, we cannot say, that nothing is done in the province. In particular, 53 thousands of out of use mercury-containing lamp and devices were utilized. The enterprises ‘Ekostrom plyus’ Ltd, ‘Termo Dom’ Ltd, and private enterprise ‘Komputerservis’ annually utilizate over 100 thousand tons ash-slag from the Angren and Novo-Angren thermoelectric stations. OJSC ’Sanoatkalinkogozsavdo’ produces its production, which is made based on paper stock recycling, for export.
    However, the participants of the session highlighted, that there are imperfections in the execution of the requirements of the Low of the Republic of Uzbekistan ‘On Waste’ by the large enterprises of the Tashkent province. So, the State Committee for Nature Protection of the Republic of Uzbekistan in 2007-2009 allocated the amount of 71 million sums for development of technology for production of mineral fertilizers from phosphogupsum. But JSC’Amofos-Maksam’  has not yet set up the production of mineral fertilizers. The Almalik mining and metallurgical mills has not set up carrying out  utilization of multiton vehicle’s tyres and used vanadium catalysts. JSC’Bekabadshifer’ needs very much the introduction of new technology for output of building materials from diatomaceous-silica asbestos waste that accumulated in large volume. Some enterprises of the capital province carry out insufficient work for attraction of foreign investments for waste recycling and utilization.
    During the session senators, deputies of province, district and city Kengashes of people’s deputies, heads of large enterprises of the capital province marked the necessity of additional measures for raising of efficiency of implemented measures on execution of the requirements of the Low of the Republic of Uzbekistan ’On Waste’. Besides that, participants spoke about attraction of foreign investments for effective waste utilization, encouragement of enterprise action on waste utilization and reduction of its formation. The practice of the State Committee for Nature Protection of the Republic of Uzbekistan and its press organ- the ‘Ekologichesky Vestnik – Ekologia Xabarnomasi’ journal in publication of specialized number devoted to the problems of waste management in Uzbekistan was also highlighted.
    Following the outcomes of the session, the joined Resolution was adopted.
