Foundation of Ecological Safety

   On the eve of the Constitution Day of the Republic of Uzbekistan, the Ecological Movement gathered the representatives of medical and ecological nongovernment and nonprofit organizations (NNO) and also scientists to discuss the problems of development of cooperation, consolidation of joint actions and the working plan for near future, following the Conception of further deepening of democratic reforms and development of civil society in the country.
    The members of the round-table meeting discussed the tasks that were set up before the Ecological Movement of Uzbekistan in the light of presentation of Islam Karimov, the President of the Republic of Uzbekistan at the joint session of  the Legislative Chamber and Senate of the Oliy Majlis of the Republic of Uzbekistan on 12 November 2010.
    B.B.Alikhanov, the vice-speaker of the Legislative Chamber of the Oliy Majlis, the chairman of the Executive Committee of the Central Kengash (Council) of the Ecological Movement of Uzbekistan in his presentation said that: “ The process of reformation and democratization of the country has acquired irrevocable and irreversible character; the principle ‘From Strong State to Strong Civil Society’ is being consecutively implemented, more and more important problems are on the way  from jurisdiction of state bodies in the sphere of public organization activity. There have been established the conditions to transform the civil society institutes into the powerful authority, ensuring country’s movement on the way of progress, are created”.
   The international conference on the ‘Transboundry Ecological Problems of Central Asia: Application of the International Legal Mechanisms for their Resolution’ (16-17 November 2010) and the Tashkent Ecological Declaration approved by it  became the example of implemented initiatives on development of partnership of state and public ecological and medical organizations, cooperation with international ecological organizations.
    U.K. Kamilova, the deputy chairman of the Executive Committee of the Central Kengash of the Ecological Movement in her presentation highlighted the ‘Tashkent Ecological Declaration’, approved by the participants of the international conference and emphasized that unthoughtful building of large hydraulic-engineering structures in  upper reaches of the Amurdarya and Sidarya rivers has changed regimes of their natural flows. Inefficient use of water resources during the last 30 years has caused one of the most dramatic global ecological catastrophes – drying up of the Aral Sea. She also said that following the results of the conference eleven thousand feedbacks were received, publications in India, South Korea, Germany and Austria were appeared. It speaks for the interest of broad circles of the community to ecological problems of Central Asia.
    Following the agenda of the meeting, presentations turned into   discussions and debates. Development of cooperation with ecological and medical NNO was in the focus of these discussions. S.S.Sanginov, the deputy chairman of the Executive Committee of the Central Kengash of the Ecological Movement told  participants about possible cooperation with local and international organizations for implementation of project proposals and public initiatives. The grant programs of UzByuroKES Fund, the Republican Fund for Nature Protection under the State Committee for Nature Protection (Goscompriroda), the Fund for Support of Public Institutions under the Oliy Majlis of the Republic of Uzbekistan, capacity of NANOUz were mentioned in the list of possible partners-donors for NNO. The representatives and Embassies of friendly countries, the small grants program of GEF-UNDP, the World Bank, UNESCO and UNICEF are international partner organizations today.
    The participants of the meeting approved the following proposals for the Committee on Ecology and Environmental Protection of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan and deputy group of Eco-movement- to provide the involvement of the representatives of NNO and other institutess of civil society with:
-    discussion of draft laws initiated by the deputy group of the Eco-movement;
-    public hearing on the implementation of the Program of Actions on Protection of the Environment of the Republic of Uzbekistan for 2008-2012 (the Andijan, Namangan, Fergana provinces);
-    parliamentary hearing on the implementation of the Program of Actions on Protection of the Environment of the Republic of Uzbekistan for 2008-2012 (following the information of the Cabinet of Ministers of the Republic of Uzbekistan) and the State Program on improvement of melioration status of lands (the Namangan province), on implementation of the Laws ‘On Nature Protection’ (the Andijan, Namangan, Fergana provinces), ‘On Radioactive Safety’(the Andijan, Namangan, Fergana provinces), ‘On Waste’ (following the information of the hokhim (mayor) of Tashkent);
-    discussion on the problems of Uzbekistan joining  to the international ecological conventions;
-    stage by stage development and systematization of ecological education and other aspects of sustainable ecological development of the country.
