This date has appeared in a calendar by the initiative of the International society of the animal rights (USA) in 1992. However, those who struggles for their rights, are assured that this date is not a holiday, and the superfluous occasion to talk about a problem.

The distress of homeless animals considerably worsens in a days of economic difficulties and economic recession when owners of pets not in a condition to care of them, dooming them for a life in the streets or finding a unique way out, handing over them in shelters, where not all pets can wait new owners.
The initial purpose of this action consisted in telling as it is possible major of people about the tragical reality of the American shelters which are compelled to solve an overpopulation problem by homeless animals which quantity annually grows, and also for support of the initiative of owners in the decision of a question of an overpopulation of animals house - of their sterilization. Undertaking has been supported by the zoo protective organizations of the different countries, and very soon this day, August, 16th, was included into the international calendar as the International Day of homeless animals.
Organizers wish to pay attention of the public to this problem problem. Programs of Day of homeless animals are very rich: concerts, and it is a lot of quizzes and competitions, also free consultations of veterinary surgeons and even displays of the dog fashion.
Every year the quantity of the countries which have supported the initiative of carrying out this Day of homeless animals, grows. Uzbekistan did not become an exception. One of these days was accepted the Decision of the Cabinet of Republic of Uzbekistan "About measures on perfection of activity of the services connected with catching and the maintenance of neglected animals". The document confirms Rules of the maintenance of dogs and cats in settlements which are obligatory for all owners of animals, including legal bodies.
Rules forbid:
 - To contain dogs and cats in places of the general using: on ladder platforms, attics, in cellars, and also kitchens, balconies and loggias of the general using;
 - To contain guard dogs in educational and medical institutions;
 - To bring dogs and cats on public catering establishments, in trading and industrial halls of food and other shops;
 - To bathe or wash dogs and cats in popular places (on a beach, in ponds, fountains etc.);
- To appear with a dog in public places and public transport, behind some exceptions; Russian article:R.Ibragimov.
